Nana Akua Agyei is a lawyer by profession and currently works at the Petroleum Commission, Ghana. She has significant experience in government contracts and agreements, bilateral agreements, mining, land law, boundary delimitation, water law, water resources, natural resource taxation, international contracting and negotiations, and petroleum agreements. She is also an expert in Petroleum Law & Policy.

Ms. Agyei joined the Petroleum Commission in October 2012 as Legal Counsel. Over the years, she has contributed to drafting key regulations, policies, and guidelines such as the Petroleum Act (2016), Local Content and Participation Regulations, Petroleum Commission Fees and Charges, Fiscal Measurements/Metering, and more. She has also played a key role in negotiating petroleum agreements and gas sales agreements. Ms. Agyei is a member of the Technical Team of the Boundary Committee and the Ghana Negotiating Team responsible for petroleum agreements. She is currently the General Counsel (Director, Legal) of the Commission.

Before joining the Petroleum Commission, Ms. Agyei worked as State Attorney at the Office of the Attorney General and Ministry of Justice from February 2010. Prior to this, she worked as a Legal Officer at the Ghana National Petroleum Corporation (GNPC). At the AG’s Department, Ms. Agyei negotiated and reviewed agreements from various sectors and participated in government negotiations. She also served as Solicitor to the Revenue Agencies Governing Board, representing the Board at negotiations and working on double taxation agreements with countries including The Netherlands, South Korea, Qatar, Saudi Arabia, and others.

Ms. Agyei holds an LLM in Petroleum Law and Policy from the University of Dundee’s Centre for Energy Petroleum and Mineral Law and Policy (CEPMLP), a Barrister at Law degree from the Ghana School of Law, and a Bachelor of Arts (Hons) degree in Social Sciences (Sociology and Law) from the Kwame Nkrumah University of Science and Technology.

In addition to her legal career, Ms. Agyei had a stint at the Fiscal Affairs Department of the International Monetary Fund (IMF) as part of her master’s program, gaining insights into resource taxation and fiscal policies of resource-rich countries.

Ms. Agyei has attended various workshops, seminars, and short courses in fields such as petroleum, negotiations, land administration, arbitration, taxation, and more. She was nominated as Energy Personality of the Year – Female in 2022 and won the Energy Personality of the Year – Female in 2024.

Ms. Agyei is known for her outgoing personality, strong communication skills, and ability to work effectively as part of a team.
