The legal and regulatory management department of COES-SINAC is made up of the following members; head of department Pablo Arturo Okumura Suzuki, legal counsel Renzo Javier Salazar Vallejo and legal counsel Erick Leonel Pacheco Vasquez-Caicedo. The team also includes legal assistant Erika Sofía Muñoz Ortega and two interns – Hugo Alexander Ricra Morales and Karla Elvira Núñez Huamán. During 2017 and 2018, the legal department led the negotiation and signing of a trust agreement between COES and Scotiabank Peru, so that electric agents can guarantee their payment obligations for the withdrawals of power and energy they secure in the wholesale electricity market. Amongst its other achievements, the legal department was also responsible for defending the interests of COES regarding the Peruvian agency for the Protection of Free Competition, who declared unfounded denunciation of several electric companies against technical procedure no. 22, referred to the payment by frequency regulation. ‘The legal department has a culture that encourages competitiveness, efficiency and the opportunity to grow every day, without damaging teamwork. The department also promotes internal customer service and above all privileges external customer service principles of transparency and neutrality because it is the right thing to do for the good performance of the electricity market in Peru’, says Vallejo.
