Allan T. Marks routinely represents developers, investors, lenders, and underwriters in the development and financing of complex infrastructure projects worldwide, with special expertise in the energy, infrastructure and transportation sectors. He has participated in numerous project financings, acquisitions, restructurings, securities offerings and private placements for a variety of sophisticated institutional clients. He speaks and publishes frequently on renewable energy, public-private partnerships, cross-border financing issues, infrastructure investments, deregulation and emerging markets.

Marks has worked on transactions throughout Asia, Europe and the Americas. For nearly 30 years, he has worked on the development, financing and acquisition of energy projects using most types of energy sources, including natural gas, coal, wind, solar (both PV and thermal), geothermal, biomass, hydro, waste coal, landfill gas, biofuels, municipal solid waste, nuclear, and pump storage technologies, as well as LNG terminals, upstream and midstream oil and gas facilities, manufacturing plants for solar panels and polysilicon, and facilities for the treatment or recycling of wastewater and solid waste streams. Marks has worked on transactions throughout the United States, Asia, Europe and the Americas, many of which have been named “Deals of the Year” by Euromoney, Project Finance, Infrastructure Finance, and other leading publications. Recent and notable energy transactions in Mexico include an arbitration victory for the developers and owners of a 148.5 MW wind farm in northeast Mexico against a subsidiary of the Spanish conglomerate Abengoa. Marks also represented the private equity owners in connection with the financing of the construction and operation of wind projects, each located in Tamaulipas, Mexico.
