As the Dubai Multi Commodities Centre (DMCC) is on course of realising its vision of being the most business-enabling free economic zone in the world, and strives to be a technology pioneer and a thought-leader in digital transformation, the legal team’s role as an innovator within the wider company becomes extremely important. In line with the company strategy, and the wider Smart Dubai initiative, DMCC’s legal team recently undertook work alongside the DMCC technology team, commercial partners, and the Telecommunications Regulatory Authority to implement the use of electronic signatures for its 15,000 free zone member companies. To date, 34,956 contracts have been signed using DMCC’s enabling solution and 720 Know Your Customer (KYC) verifications have been completed through video conferencing from all corners of the world. The team also helped develop a wholesale re-write of all laws and regulations governing the DMCC free zone including company regulations, insolvency rules, employment rules, community regulations and HSE rules. In addition, the team also led DMCC Dispute Centre’s ongoing collaboration with the DIFC’s Dispute Resolution Authority. This resulted in DMCC becoming the first free zone with remote access to the DIFC Courts’ small claims tribunal, of significant benefit to DMCC’s 15,000 member companies. The team is led by Kiran Scarr, described by sources within the team as an ‘innovator, strategist and business leader’ who is credited for having ‘developed and led a world-class team of lawyers and regulators that drive business success through operational efficiency and pragmatic, commercial solutions to everyday problems’. The team also features other top notch professionals, with internal sources describing Bridget Butler as a ‘well-seasoned dispute resolution lawyer’ and Amer Musa Al Jaghbeer as ‘an experienced civil qualified lawyer’ and a ‘worthy custodian of all key stakeholder relationships’ at the company.
