FIFA is responsible for the organisation of football’s major international tournaments, overseeing international competition among the national football associations, with headquarters in Zurich. Emilio Garcia Silvero was hired in September 2018 to manage the legal function, bringing his knowledge in sports law, arbitration and international law. Garcia Silvero previously worked at the governing body of European football, UEFA for 12 years. He took on a number of roles during his time there, starting off as a member of the control and disciplinary body, in September 2012 taking on the role of head of disciplinary and integrity, and in March 2017 his last role at UEFA saw him serve as managing director of integrity, where he was responsible for integrity matters involving disciplinary, ethics, anti-doping and match fixing, within the protection of the game and legal division of UEFA. Garcia Silvero supervised the operation of UEFA’s betting fraud detection system and the functioning of the network of integrity officers in order to shape and coordinate the fight against match-fixing in European football. He also oversaw the operation of the UEFA anti-doping and medical programme, ensuring the highest standards of decision making within the UEFA judicial bodies.
