Ricardo Montecinos Tames is a Bolivian lawyer born in the city of Cochabamba. Currently, he works as a national legal advisor of La Promotora Entidad Financiera de Vivienda. He is a graduate of the Universidad Mayor de San Simón, specialising in the civil and commercial areas. In addition, he has completed diplomas in corporate governance, risk and compliance in banks and financial institutions, and civil procedural law.

With 30 years of work experience, 21 of which he was advising financial intermediation entities, he is a professional with extensive knowledge in the legal and financial field.

He held various positions and participated in important projects during his professional career. He was part of the Corporate Governance Committee of Banco Pyme de la Comunidad (2014-2022), providing corporate and corporate advice to the different boards of directors and shareholders’ meetings. He was involved in processes such as the capital increase, modifications of the Bylaws, issuance of shares, transfers of shares, modifications to the Corporate Governance regulations and others.

He was in charge of the legal part of the transformation process of Fondo de la Comunidad to SME Bank. This process involved the restructuring and conversion of a private financial fund-type financial entity into a bank, which required exhaustive analysis and precise legal management to ensure compliance with regulations. In addition, he was part of the Subordinated Bond Issuance process of Banco Pyme de la Comunidad Issuance authorised by the Financial System Supervision Authority (ASFI) and the Bolivian Stock Exchange, through which debt instruments were placed in the financial market, reviewing and complying with the legal requirements necessary to carry out the successful issuance of bonds. His participation in transforming a financial entity and issuing subordinated bonds reflects his experience and legal competence, his ability to face complex challenges, and his knowledge of the regulations and legal processes involved in large-scale financial operations.He was President of the Court of Honor of the Cooperativa Multiactiva COBOCE between 2019 and 2021. Currently, he is a member of the Corporate Governance Committee of La Promotora EFV, where he continues to contribute his experience and knowledge.

Likewise, it is responsible for directing and supervising legal actions carried out by the team of lawyers under its responsibility, managing and coordinating legal strategies for cases in which the financial institution is involved. He works closely with a team of attorneys to ensure that proper legal procedures are followed, cases are thoroughly reviewed, and sound strategies are developed to advocate for the financial institution and make essential decisions to protect the legal and financial interests of the entity to which he provides his services as legal advisor.
