Stephen MacKenzie was appointed general counsel (GC) of Citibank Europe (CEP) and Irish Country Counsel in January 2024. He is a member of CEP’s executive committee, as well as various other governance committees. CEP services clients across Europe in the services, markets, wealth and banking and international spaces, and in line with regulatory expectations assuming greater significance post-Brexit.
Steve is responsible for providing counsel to CEP’s executive management team and business line leads on matters of legal and regulatory risk pertaining to CEP’s activities, as well as advising on all aspects of legal and regulatory risk relevant to Citi’s wider franchise in Ireland. He also acts as site lead for Dublin legal, where Citi employs 30+ lawyers advising on global business initiatives, and as Ireland Well-Being Champion.
Prior to being appointed general counsel of CEP and as EMEA head of securities services legal, Steve established the Dublin based securities services legal team in January 2017, managing a team of 17 lawyers based in Dublin and Belfast. In this role, he acted as trusted counsel to global business leads in the custody, funds services and execution services spaces and worked to service some of Citi’s largest clients – sovereign wealth funds, asset owners, asset managers, investment banks and private funds.
Before joining Citi in Dublin, Steve worked at a magic circle law firm in London and Frankfurt, as well as at investment banks in London and New York. he has a wealth of industry and market knowledge which he is able to bring to bear when advising on difficult legal and regulatory challenges – such as the ENRON and Lehman bankruptcies, the credit crisis, Brexit and the legal and regulatory issues presented by the Russia-Ukraine war.
