Proparco is the private sector financing arm of France’s inclusive public development bank, Agence Française de Développement (AFD). For over 40 years Proparco has supported development in Southern African countries and plays a key role in the French cooperation mechanism of financing and support for projects led by financial institutions and companies in emerging countries. Based in France, the legal function of Proparco is involved in a number of projects across Africa. As general counsel of the organisation, Catherine Bareyre leads the legal department to deal with a number of matters including restructuring and financing transactions. Given the international scope of Poparco’s operations, its legal team is replete with high calibre in-house lawyers who hold cross jurisdictional expertise. The legal department has assisted in the recent granting of a €90m loan to the Ivorian company Sifca for a series of development projects, including a 46MW biomass power plant in South East Ivory Coast.
