Luis Adolfo Ormachea Moncada is a seasoned lawyer with over thirty years of professional experience, specialising in commercial law, administrative and regulatory law, and public law. His extensive career spans both the private and public sectors, with a particular focus on the electrical industry. He has served as legal counsel for various state and private banking institutions, playing a key role in bank liquidation processes and conducting legal audits.
Mr. Ormachea holds a law degree from the Universidad Mayor de San Andrés and has completed postgraduate studies in Economic Administrative Law at the University of Salamanca in Spain, and in Commercial Law at the Universidad Andina Simón Bolívar. He has also pursued specialised courses in regulation at the Universidad Argentina de la Empresa and the Center for Economic Studies of Regulation in Buenos Aires, Argentina. In addition to his professional practice, he is an esteemed university professor.
In the energy sector, he has held key legal positions in several electrical companies and served as Legal Director for the now-defunct Superintendency of Electricity and the Authority for Supervision and Social Control of Electricity. He is currently with the National Strategic Public Company of the Bolivian electricity sector – Empresa Nacional de Electricidad – where he has served as a lawyer, specialist in Foreign Trade and International Business, and head of the regulatory and economic unit.
His extensive experience includes advising on all aspects of the electrical industry, from generation, transmission, and distribution of electrical energy to drafting and negotiating contracts. He has provided counsel on the acquisition, construction, and operation of power plants, managed tenders for public services, overseen contracts for the expansion of transmission lines, and advised on international projects related to the export and import of energy. His expertise also extends to the financing of energy-related projects and navigating complex regulatory and resource issues.
