Marcelo Hassenteufel Loayza is the deputy director of corporate affairs at Nuevatel PCS de Bolivia (“VIVA”), where he supervises the legal department. In his role, he leads the company’s strategies on external matters and regulatory compliance and is also responsible for overseeing the connectivity business and the strategy for international sales of the company’s services. He has served as an external consultant for VIVA and has been part of the company’s internal staff for over 10 years, initially joining the legal management team. He held the position of legal affairs manager for several years and was promoted in 2022 to oversee all the management and leadership roles within the corporate affairs division of the organisation. 

For several years, he has also been a member of the “Estás Vivo” foundation, which handles VIVA’s corporate social responsibility activities. He has served as director-secretary of Minutes and was recently elected as president of the foundation’s board of directors at the end of May 2024. 

He has worked in Bolivia’s public sector, including at the regulatory authority for the electricity sector, the telecommunications regulatory authority, and the state-run Bolivian public television. He has also practiced law privately as a partner at the law firm Hassenteufel & Asociados. 

For several years, he has been a lecturer in constitutional law and constitutional procedures at the Universidad La Salle in La Paz, Bolivia. He has taught undergraduate courses in various fields and universities and has been a postgraduate lecturer in different editions of the master’s in economic – regulatory law at the Universidad Andina Simón Bolívar, La Paz campus (telecommunications regulation module), as well as in courses designed for staff of the Bolivian Telecommunications Regulator.
