What are the major projects or initiatives you have worked on that you are most proud of?

Within the CLARO Costa Rica legal team, we have undertaken strategic projects that have strengthened the company’s legal and operational structure. Some of the most significant include the implementation of preventive litigation as a legal strategy. A proactive approach has been adopted to anticipate regulatory and contractual risks, reducing exposure to conflicts and ensuring business continuity. This has improved decision-making and optimised resource allocation within the legal area.

Another key initiative has been the development of a strategy and proposal for distribution contracts in Costa Rica. A comprehensive contractual framework has been created to optimise commercial relationships with distributors, ensuring clarity in rights and obligations, regulatory compliance, and operational efficiency. This has significantly enhanced the legal security of our commercial agreements.

Furthermore, I have been actively involved in the legal feasibility of the AMX-1 submarine cable, a project with an investment of $500 million that is crucial for Costa Rica’s connectivity. From a legal perspective, our work has focused on ensuring regulatory compliance, enabling its installation and operation in accordance with applicable regulations. AMX-1 increases the capacity of existing cables sixfold and strengthens the country’s digital connection to the world.

These projects reflect the strategic impact of legal management within the company and its contribution to the evolution of the telecommunications sector.

What measures has your company taken to embed sustainability practices into its core business operations, and how does the role of the general counsel contribute to driving and ensuring sustainable practices within the company?

CLARO Costa Rica, as part of América Móvil, operates under a sustainability vision that seeks to balance technological development with environmental and social responsibility.

In the area of Corporate Social Responsibility (CSR), we promote initiatives such as Digital Villages, in partnership with the Ministry of Public Education, to reduce the digital divide in communities outside the Greater Metropolitan Area (GAM) of Costa Rica. Over 22,000 people have benefited from this programme. We also run an Electronic Recycling initiative in collaboration with the Ministry of Health, collecting electronic waste at our stores and administrative offices. Additionally, our offices and stores have been awarded the Blue Flag Certification for meeting high sustainability standards. Another key initiative is Super Liga Claro, a children’s football tournament that fosters sportsmanship and healthy competition, positively impacting over 800 children and their families.

From a business perspective, we ensure information security, transparency, and ethics in our operations. CLARO offers innovative services such as eSIM, VoLTE, and VoWiFi, with 4G coverage reaching 98% of the population, promoting greater connectivity and access to technology.

As Chief Legal Officer, my role in sustainability is to ensure that all these initiatives comply with applicable regulations, promoting regulatory compliance in environmental matters, data privacy, and corporate ethics.

What is a cause, business-related or otherwise, that you care about, and why?

Recently, I published an article titled Artificial Intelligence as a Strategic Ally in Law, where I discuss the impact of AI on the legal profession and the importance of its ethical and regulated use.

AI has transformed how legal professionals approach tasks such as document review, legal outcome prediction, and process automation. However, it is essential that its implementation follows ethical guidelines to ensure human oversight and supervision, preventing total dependence on automated systems. It is also crucial to eliminate algorithmic biases to ensure fair and equitable decisions, as well as to maintain transparency and explainability in processes so users understand how these systems operate. Moreover, the protection of privacy and personal data must be a priority, ensuring compliance with applicable regulations.

As Chief Legal Officer at CLARO Costa Rica, I actively analyse how AI can be an ally in the legal field rather than a replacement for human judgment. Its proper integration allows for time optimisation and increased efficiency, without compromising the fundamental values of the legal profession.

How do you prioritise diversity and inclusion within your legal department, and what initiatives have you implemented to foster a more inclusive and equitable work environment? y

Diversity and inclusion have been fundamental values in the management of the CLARO Costa Rica legal team. Historically, the department has been predominantly composed of women, although a male team member recently joined.

This structure has helped foster female leadership in the legal field, creating an environment where each team member has access to professional growth opportunities. To strengthen equity within the team, we have implemented various strategies, including clear rules for collaboration and coexistence, promoting respect, equity, and efficiency. We also encourage mentorship and professional development, enhancing the growth potential of each team member, and we actively participate in corporate diversity and inclusion initiatives, aligning with América Móvil’s global strategy.

Beyond gender, diversity within the team brings different perspectives, strengthens decision-making, and improves overall performance. An inclusive work environment not only fosters individual growth but also contributes to the organisation’s success.
