CNOOC was founded in 1982 and is the largest offshore oil and gas producer in China. Wu Xiaonan, general counsel and compliance officer, leads the in-house legal team providing expert guidance on Chinese legal and compliance matters as well as providing international jurisdictional coverage across the company’s portfolio. A highly decorated and influential team, the legal department has seen the company through a re-registration of its Chinese operating name, transforming from a public company into a wholly state owned company, numerous projects and major commercial deals. Recently, the company announced a new comprehensive adjustment project at Penglai 19-3 oilfield 1/3/8/9 and a production sharing contract with Roc Oil and Smart Oil at the Weizhou 10-3W oilfield located in the Beibu Gulf Basin of the South China Sea.
