CNOOC was founded in 1982 and is the largest offshore oil and gas producer in China. The state owned and operated company is headquartered in Beijing, however its footprint reaches far beyond China to 40 countries and regions, where it is a leader in oil and gas research, exploration and production. Wu Xiaonan, general counsel and compliance officer, leads the in-house legal team providing expert guidance on Chinese legal and compliance matters as well as providing international jurisdictional coverage across the company’s portfolio. A highly decorated and influential team, the legal department has seen the company through a re-registration of its Chinese operating name, transforming from a public company into a wholly state owned company, numerous projects and major commercial deals. Recently, the company announced a new comprehensive adjustment project at Penglai 19-3 oilfield 1/3/8/9 and a production sharing contract with Roc Oil and Smart Oil at the Weizhou 10-3W oilfield located in the Beibu Gulf Basin of the South China Sea.
