First, can you please give us an idea of the sort of work your team has done recently? 

The team of the department for the preparation of legal documents of the Ministry of Finance is responsible for preparing, evaluating and proposing the pertinent legal instruments to achieve the goals and institutional mission of the Ministry of Finance, as well as participating in the review and negotiation processes of both inter-institutional agreements. This includes those to be signed between the Dominican State and international organisations, such as adhesion, cooperation and credit agreements. In turn, we carry out the study, analysis and review of bills, regulations, resolutions, and processes related to the State’s financial administration system, measuring their impact both at the institutional level and in the national legislative system. Finally, the team participates in the processes of validation of the legal documentation of the issues and placements of the country’s external and internal debt, and of the other public credit operations.  

How do you stay up-to-date with changes in laws and regulations in the Dominican Republic relevant to your organisation’s industry? 

As an administrative law lawyer, we consult the publications of the governing bodies of the different systems and the official information channels, both institutional portals and their social networks. In turn, we make use of digital platforms for consulting national and international legal regulations, for purposes of comparative law.  

What is a cause, business related or otherwise, that you care about, and why?   

Government ethics is a matter of great concern to us, since, due to the nature of our functions, it is of vital importance to build transparent processes based on the evaluation and mitigation of risks related to the matter, as well as a culture of integrity deeply rooted in public servants that allow them to identify and make correct decisions in situations of ethical conflict, making effective complaint channels available. As a member of the Government Integrity and Regulatory Compliance Commission (CIGCN) of the Ministry of Finance, we advocate promoting the institutionalisation of ethics, the encouragement of honest conduct in public servants, and institutional strengthening and contributing to complying with the principle of good administration.
