About

Rachel’s journey began at the renowned law firm Headrick Rizik Alvarez & Fernández, where she gained valuable experience as an associate in the corporate and M&A fields. It was during this time that she discovered her passion for international business transactions and capital markets. 

Eager to deepen her understanding of global legal intricacies, Rachel pursued an LL.M. from Columbia Law School, where she immersed herself in the study of international law and finance. After this academic experience, Rachel transitioned to the public sector and joined the Superintendencia del Mercado de Valores in the Dominican Republic. There, she contributed to the enforcement of securities regulation and gained a unique perspective on the regulatory landscape.  

Her passion for global deals and fostering international investment remains at the core of her career.  Now, Rachel is the legal manager of TC Latin America Partners (TC Latam), an institutional real estate investment manager with $640m in assets under management. Her role at TC Latam allows her to combine her passion for international business transactions and capital markets, as the firm operates in diverse markets such as the USA, Mexico, Chile, Peru, and Colombia. 

Moreover, TC Latam has expanded into the Dominican market through its subsidiary, TC Latin America Partners Sociedad Administradora de Fondos de Inversión, S.A. (TC AFI), where Rachel also serves as the AML compliance officer. She played a crucial role in structuring a $250m investment fund, marking the firm’s inaugural venture into the Dominican Republic’s capital market. 

Rachel collaborates closely with the executive team and the board of directors, and is entrusted with the responsibility of managing investment vehicle structuring in various jurisdictions, coordinating investor onboarding and compliance, and as overseeing regulatory requirements. She also identifies potential legal risks and provides legal counsel on corporate governance matters by offering guidance on best practices. In addition to her advisory role, Rachel supports the team with real estate, corporate, and finance transactions, and negotiates terms and conditions for private placements and public offerings. 

As the capital markets in the Dominican Republic continue to evolve, Rachel recognises the significance of active participation in the revision of upcoming rules and regulations. As a member of the Legal and Compliance Committee of the Asociación Dominicana de Sociedades Administradoras de Fondos de Inversión (ADOSAFI), she contributes her expertise in monitoring changes in relevant laws, regulations, and industry standards affecting asset managers. 

Driven by her belief in the transformative power of education, Rachel recently joined the faculty at Universidad Iberoamericana (UNIBE). Here, she teaches legal English and Introduction to the US Legal System. Through this academic platform, Rachel aspires to contribute to the development of law students by equipping them with essential communication tools to navigate international legal markets and a profound understanding of the fundamentals of the US legal system. Her dedication to empowering students with a broader perspective on comparative law underlines her commitment to shaping the legal professionals of tomorrow.
