What are the most significant cases and transactions that your legal team has recently been involved in?

Since 2012, Harold has played a pivotal role providing regulatory advice to the development of publicly financed hydro power projects (183MW and 600MW) that have gone on to secure over $2bn in funding.

From 2013 to 2023, he significantly contributed to the Global Energy Renewable Energy Feed-In Tariff Program (GETFiT). Through this initiative, a portfolio of 17 solar, hydro, and bagasse renewable energy projects were developed, generating 158 MW of power, attracting over $455m in private capital investments, and delivering 760 GW of clean, renewable energy. These efforts have facilitated clean energy access for 200,000 households, benefiting 1.2 million people.

Since 2022 has supported and advised on the transfer of electricity concessions from the private to the public sector following the end of a concession for a 50 MW Thermal Power Plant and 380 MW Hydro Power Project.

In 2022, implemented the second generation of reforms to the Electricity Sector of Uganda, by amending the Electricity Act. By enacting regulations for the sector, these reforms introduced regulations for open access to the electricity network, private sector power transmission, and off-grid power development, transforming the sector since its initial changes in 1999.

In 2023 and beyond, Uganda be instrumental in harmonising the electricity regulatory landscape across East Africa. Through the Energy Regulators Association of Eastern Africa (EREA) and the establishment of the Independent Regulatory Board (IRB) of the Eastern Africa Power Pool (EAPP) in 2023, he has worked with regulators from 13 sub-Saharan countries to foster regional cooperation and development.

Are there any causes, business or otherwise, that you are passionate about?

My role is to enable public agencies to shape their best assets through — innovation, performance and creativity — and create landscapes that open new frontiers for the energy industry. More specifically, create more effective interfaces for clean energy innovations in the energy sector by redesigning energy policies, changing energy infrastructure governance, and employing and using technologies across academia, government, business and civil society to achieve reliability, affordable and clean energy to consumers of electricity. This means restoring public purpose in policies so that they are aimed at creating tangible benefits for citizens and setting goals that matter to people–driven by public-interest considerations rather than profit.

Harold R. Obiga is a seasoned regulatory, power, and renewable energy lawyer with a wealth of experience.  

Serving as the director of legal services for the Electricity Regulatory Authority of Uganda, Harold has built an impressive career over 17 years. His expertise spans legal, policy, and regulatory fields across power and electricity, renewable energy, telecommunications, finance, and banking. His work focuses on regulation, government relations, compliance, public-private partnerships, and alternative dispute resolution.

Beyond Uganda, Harold has been instrumental in harmonising the electricity regulatory landscape across East Africa. Through the Energy Regulators Association of Eastern Africa (EREA) and the establishment of the Independent Regulatory Board (IRB) of the Eastern Africa Power Pool (EAPP) in 2023, he has worked with regulators from 13 sub-Saharan countries to foster regional cooperation and development. 

A staunch advocate for better regulation, Harold collaborates with governments, public agencies, development finance institutions, and private project developers. His vision is to devise and implement financially sustainable legal, regulatory, and policy solutions for impactful infrastructure projects across Eastern and Southern Africa.
