About

CS. Kitoo is an Advocate of the High Court of Kenya and Legal Counsel of at least fifteen (15) years’ post-admission experience and a near-decade experience in the energy sector. He is a Commissioner for Oaths and Notary Public, Certified Practising Secretary, Governance and Legal Auditor, Public Procurement, Public Finance Law, Public Private Partnerships (CP3P) and Projects Management Professional (PMP). He is an Arbitrator, FIDIC Contracts Specialist and Certified Mediator.

He has recently served as a legal counsel and Public Private Partnerships (PPP) Specialist with the Public Private Partnerships Directorate’s World Bank Financed Infrastructure Finance and PPP Projects Program under the National Treasury, Kenya. He has, among other previous roles, served as the chief legal officer at the Kenya Electricity Generating Company, legal services manager at Equity Bank (Kenya) , legal counsel at National Bank of Kenya and National Oil Corporation of Kenya .

He holds a Masters Degree in Law (LL.M) in Public Finance & Financial Services Law, Bachelors Degree in Law (LL.B) all from The University of Nairobi and a Post – Graduate Diploma in Law from the Kenya School of Law. He is an alumni of Strathmore University Master Negotiator Programme, New Managers Programme, Public Policy Programme, Public Procurement Law and Policy Executive Programme, Private Equity and Venture Capital Programme, among others. He has hitherto been an Adjunct Faculty at the Strathmore University Business School (lecturing Public Procurement, Public Private Partnerships and Corporate Law). He is an alumni of the London School of Economics and Political Science Negotiation Programme 2024; Oxford Leading Strategic Projects Programme 2021; King’s College London/FIDIC Summer School 2021 Programme; International Law Institute – Oxford Policy Renewable Energy Program Fellow 2022; York University, Schulich Business School Sustainable Infrastructure Program Fellow 2022; Kenya School of Government Strategic Leadership Development Programme 2020; and Australia – Africa International Development Assistance (IDA) Program Fellow of the Public Private Infrastructure Partnerships Programme 2018.

With great passion for energy security, sustainability and affordability, he is credited for offering bespoke and strategic legal advice, negotiations expertise and support in the conceptualization and successful delivery of several renewable energy and infrastructure projects in the oil and gas sector, energy generation, transmission and PPP projects, a number of which are cross-border, of large scale and pace and bilaterally financed. He has also served as an Audit Committee member of the Office of the Attorney General & Department of Justice, Ministry of Environment and Forestry as well as Institute of Certified Secretaries (Kenya).

His professionalism, expertise and exemplary commitment to the legal and governance professions has seen him receive accolades as a multiple awards winner for legal excellence. He has to his credit authored several journal articles in the subjects of public procurement, public private partnerships, corporate governance and leadership, arbitration, among other areas in leading journals like Public Procurement Law Review, African Public Procurement Law Review, Chartered Institute of Arbitrators ADR Journal, Nairobi Centre for International Arbitration Journal, Strathmore University Law Journal, Journal of Public Policy and Governance, Journal of Energy and Natural Resources Law and Journal of International Business, Innovation and Strategic Management. He is a Certified pension schemes trustee and a Rotarian – Paul Harris Fellow status.
