Ximena is a distinguished Ecuadorian lawyer with a solid track record in the legal field. Her academic background includes a Diploma in Procedural Law from the prestigious Complutense University of Madrid, Spain, as well as a Doctorate in Jurisprudence from the Central University of Ecuador, where she earned the title of Doctor in Jurisprudence and Lawyer of the Courts and Tribunals of the Republic of Ecuador.

Throughout her professional career, she has held key positions in various institutions within the financial and regulatory sectors, establishing herself as a prominent figure in the creation and regulation of norms within Ecuador’s banking and financial landscape.

Her career has been marked by leadership roles in institutions such as the Financial Policy and Regulation Board, where she served as Legal Coordinator for Financial Norms and Policies. At the Superintendence of Banks, she served as Director of Regulation, playing an active role in the development of key regulatory frameworks for the sector. She has also held important legal positions in banking institutions, including Legal Manager at Banco Solidario S.A., Senior Legal Advisor at Banco Pichincha C.A., and Senior Legal Advisor at Banco Internacional S.A., gaining a comprehensive perspective on the legal and regulatory challenges faced by the financial sector.

In both her education and professional life, she has combined practical experience with a strong academic vocation, as reflected in her publications in specialised journals. She is the author of articles such as “Innovation in Legal Departments” and “Personal Data Protection in Ecuador,” contributing her insights to discussions around modernising the legal sector and enhancing privacy protections within the Ecuadorian context.

With vast experience in implementing legal and regulatory policies within the financial system, Ximena is a committed leader dedicated to building a robust, fair, and inclusive regulatory framework while promoting innovation in the legal sphere.

What are the projects you are most proud of having worked on in the last 12 months?

Serving at the Financial Policy and Regulation Board was an incredibly enriching and significant experience in my professional career. Being part of a team of dedicated, skilled professionals focused on legal development within the Legal Coordination Department was a unique opportunity to contribute to the evolution and strengthening of the country’s regulatory framework.

As part of our work, we were responsible for drafting and refining secondary regulations issued by the Board in accordance with current legal provisions. Although these regulations are technical in nature, they have a direct impact across various sectors by providing clarity and precision in the application of primary laws and enabling their effective implementation within Ecuador’s financial and economic environment.

Particularly noteworthy was the emphasis we placed on financial inclusion, a key and cross-cutting priority in the national agenda. The secondary regulations we helped design not only met legal and regulatory objectives but were also crafted with a strong focus on equity, accessibility, and social justice—principles that should underpin the development of the country’s regulatory framework. This focus not only enhances inclusion but also fosters stability and trust in the financial system, contributing to the well-being of all citizens.

It is also worth highlighting that the Board was led by a woman with extensive experience in the financial sector. Her leadership brought an inclusive, visionary, and highly competent approach to all regulatory decisions. Her ability to make strategically sound decisions grounded in legal principles—combined with her empathy and sensitivity toward the various stakeholders in the financial system—was instrumental in creating an environment of trust, stability, and fairness in the work we carried out.

In summary, being part of that process was a fundamental experience in my professional development, where I was able to contribute to the creation of a more just and inclusive regulatory framework aligned with the country’s needs, and to the strengthening of legality in Ecuador.
