A knowledgeable and business-enabling legal team covers institutional banking, treasury markets, technology and operations, as well as regulatory matters and other legal support to DBS (the Development Bank of Singapore). David Chong leads the team, which is also responsible for the supervision and handling of numerous bank-wide projects including bank asset acquisitions, debt issuances, FATCA/AEoI, personal data and retention and outsourcing. It also advises senior management and business units on regulatory reforms in Singapore and Hong Kong and their new compliance obligations following such reforms. It works with the global legal and compliance teams across the bank to ensure all policies and procedures are up to date, aligned and consistently implemented to address all applicable banking regulatory requirements and successfully implementing process changes to ensure compliance across the bank. Chong is the principal lawyer for the equity capital market and debt capital market businesses of DBS, and works on all other legal matters. In 2017 DBS in Hong Kong launched the world’s largest API platform revolutionising digital banking with the legal team in Hong Kong involved in all IP and licensing contracts as well as other legal matters. As this demonstrates, DBS is globally recognised as a leader in digital banking, as well as one of the first Singaporean banks to be incorporated in China and expand throughout. The API platform has been well received with companies such as McDonalds and PropertyGuru using it to increase their banking convenience.
