WSP is a global infrastructure engineering and sustainable energy engineering firm and its legal team in
Hong Kong is led by head of legal for Asia, Chee Hoong Pang. Supporting Pang in the department are the well-respected Chinese-qualified lawyer, Lisa Sun, and Australia-qualified lawyer, Fiona Yan. Pang has the overall responsibility for legal, insurance, contract management and compliance matters across the China region including Hong Kong, and approval of controlled matters within the legal remit under the group’s delegation of authority. In the last two years there have been important changes in the Asia legal team including the escalation in the profiles of legal personnel within the business lines across the region and increased involvement in both front-end and back-end decision-making exercises. The mutual support between the legal team members has provided a sound basis for the department to go from strength to strength. The most significant case the Hong Kong legal team has recently been involved in is the WSP and Parsons Brinckerhoff merger, its alignment of offices and operations across Asia as well as the ensuing rebranding exercise of the WSP Group following the retirement of the brand of Parsons Brinckerhoff. Additionally, the Hong Kong legal team played a major role in the bidding and post-award works for the monitoring and evaluation of consultancy services for the Prince of Wales and Acute Hospital projects in Hong Kong as well as the infrastructure, railway and airport consultancy services projects for the Highways Department, MTRC and Airport Authority.

These achievements have respectively been recognised by the business lines and management as outstanding. About the team’s cooperation and dynamic, Pang says ‘the three lawyers in the team have different cultural backgrounds and we have utmost respect for our respective expertise and specialties. We are colleagues during office hours and friends after office hours. We offer support to each other in trying times and encouragement in challenging times.
