Peter O’Toole joined Citi in 2021 and is the director of the legal issuance solutions team based in Dublin. The team of seven lawyers advises the Global Markets Issuance (GMI) business on Citi’s $100bn+ global portfolio of structured product and off-balance sheet repack issuance platforms.

Since 2022, the GMI business has significantly increased the number of clients on the Citi platform; the number of transactions processed; the revenues delivered; and achieved a higher market share, and Peter has been instrumental in leading the team to achieve this continued growth for the CMI business.

The team is a trusted partner to the GMI structuring teams in London and New York and to sales teams in the UK, Switzerland, Southern Europe, Nordics, CE-EMEA and France, acting as an important partner to provide advice and assistance at all stages of the structured product lifecycle, including advising on the structuring of transactions; managing the trade execution process; advising on regulatory matters and drafting reviewing and negotiating documentation of all types.

The team collaborates with legal partners globally in Belfast, Mumbai, London, New York, Tampa, Hong Kong, Japan and Singapore, who all utilise the GMI platforms. In 2023, the team also successfully absorbed Citi’s credit linked note programmes into its remit.

Prior to joining Citi, Peter led the treasury legal funding and liquidity team in a leading Irish bank (AIB). He began his legal career in private practice at A&L Goodbody.
