Amr Elsayed
Senior general legal counsel | Kuwait Direct Investment Promotion Authority (KDIPA)
With 20 years of legal experience in both the government and corporate worlds, Amr Elsayed brings a vast wealth of knowledge to his role as senior legal counsel for Kuwait Direct Investment Promotion Authority (KDIPA). ‘The top three highlights of my career began with my first role as internal investigator at the Ministry of Justice in Egypt’, he says, ‘while the second would be when I was given the role of legal coordinator in the international division of Jamal & Jamal law firm. Here, I was required to maintain the professional international cooperation which ties international law firms – including Salans, Baker McKenzie, Dentons and Dewey & LeBoeuf – with Jamal & Jamal. The third highlight has undoubtedly been when I was appointed as senior legal counsel at the Kuwait Direct Investment Promotion Authority (KDIPA). Acting as consultant to the government on implementation of its vision to create a friendly environment to attract foreign investments in Kuwait has been an immensely rewarding experience’. During the course of his time with KDIPA, he has assisted many international companies to establish entities in Kuwait. Elsayed mentions ‘IBM, GE, General Dynamics European Land Systems and Grand Cinemas’ as just some of the companies whose entry into the Kuwait business market he has facilitated. Amr received significant praise from both colleagues and clients, who regard him as a strong professional capable of taking control of large projects and executing them to the fullest. He is considered as one of the most influential in-house counsel in Kuwait and stands out with his in-depth knowledge and expertise in foreign direct investment, corporate governance, procurement, contracts management, and countertrade offset programmes and Economic Zones. The Doing Business Team in World Bank Group appreciated his knowledge and expertise as one of the contributors who participated in the development of the Doing Business indicators.
