Hafslund E-CO
Hafslund E-CO is a newly created integrated energy and infrastructure group entirely owned by Oslo City Council. Established in July 2018, it merges Norway’s second largest electric power generator company E-CO Energy and the Norwegian power grid operator Hafslund Nett, and includes a 100% stake in BioEl Fredrikstad and a 49% share in Fredrikstad Energy. Its subsidiary E-CO Energi is co-owned by the group and is in development of a DC power line connecting Norway to Scotland. Tore Sande is head of legal at Hafslund E-CO having worked his way through its subsidiary companies in executive positions, a more than 20 year legal career including in-house positions outside of Hafslund and in private practice. He leads an expert legal team that handles all of group’s legal operations to support its commercial and regulatory activities. In August 2018, the group announced the opening of a new power plant in Sel Municipality, the Rosten plant, and a new commitment to develop along with Oslo City Council emissions free infrastructure for the city’s electricity grid including its public transport.
