Sporveien is a group of companies delivering tram, metro and bus services in Norway, building infrastructure and developing real estate in Oslo. The Sporveien Group has 3,700 employees in total and eight companies within the group. General counsel Christina Wiggen is responsible for legal, compliance and corporate governance at Sporveien Oslo and leads a team of nine professionals containing two senior lawyers, five lawyers, an economist and a student. In addition to Wiggen, the team’s two senior lawyers are Mette Borchgrevink and Kristine Wang. Borchgrevink worked for many years in a law firm in corporate law and Wang has been a lawyer and partner at a law firm for 17 years prior to joining Sporveien in March 2017. Wiggen joined Sporveien in 2014 and built the legal department recruiting the senior lawyers and working to get the department known in the organisation. The team is made of specialists in contract, construction, and procurement law and negotiations. In the last two years the biggest project in Sporveien was the procurement of 87 new trams and building infrastructure and bases for the new trams for Oslo with a contract value of NOK 4bn. Another notable project was a new signalling system, CBTC, for the metro with a contract value of NOK 2.5bn. Both of these projects are major investments to increase public transportation in Oslo and its vicinity. Wiggen highlights that, ‘these projects are good examples of the main business related legal work we do within procurement and construction’. In addition, the department has also had other tasks within corporate law, employment law, IT, personal data, corporate governance and more. It have also developed Sporveien’s compliance programme covering areas such as anti-corruption, competition law, health and safety regulations, human rights and made Sporveien’s mandatory code of ethics for suppliers. The team also regularly trains the business and conducts an audit of suppliers as part of the compliance programme. Wiggen identifies the team as containing ‘highly qualified and dedicated in-house lawyers covering a wide spectre of legal issues, but with specialist competence in the areas most needed in Sporveien’.
