Boris Dolgonos has worked as a clerk to a Federal judge and as banker at Credit Suisse in London (from 2000 until 2002), but the majority of his career has seen him engaged in the US aspects of international offerings. Since returning to New York he has continued to work on cross-border offerings and frequently partners with Jones Day’s Mexico City office to lead highly complex transactions in Mexico. These include representing the exchange and solicitation agents in the restructuring of Mexican mining company Cobre del Mayo, one of the most complicated out-of-court restructurings ever to take place in Mexico; and representing the banks in numerous offerings by member companies of Grupo Salinas (including TV Azteca and Elektra). Dolgonos has a long record of providing sophisticated legal advice to clients that have never experienced the complexities of US securities regulation and has represented numerous Mexican companies in their first-ever offerings in the US capital markets. His practice also sees him regularly representing both the purchasers and issuers of Mexican corporate debt, including Grupo Kuo, one of the largest conglomerates in Mexico, on its $325m international markets Rule 144A/Reg S offering in 2012; and Jefferies, BCP Securities, and Nomura Securities International, as initial purchasers, in connection with Cobre del Mayo’s $225m offering in 2013, also under Rule 144A/Reg S. He serves on the board of directors of the International Senior Lawyers Project, a non-profit organization dedicated to providing legal services for human rights and economic development throughout the world.
