Gregory Tan is a deputy practice group leader of Shearman & Sterling’s global Project Development & Finance Group. His practice consists primarily in the representation of financial institutions, funds and corporations in their private financing activities, focusing principally on lenders and sponsors in project development, limited recourse and structured financings and restructurings in the infrastructure and energy industries. The matters he has worked on include various financings for the construction of Terminal 2 of the existing Mexico International Airport and the initial financing for the proposed Mexico City International Airport, announced by Mexican President Enrique Peña Nieto in 2014. Tan also advised on the Ramones Sur Pipeline financing, which closed in December 2014. This was the first major project financing in the energy sector to close after the enactment of the landmark energy reform legislation in Mexico while the legal and regulatory landscape was still very much in flux. More recently, he advised the sponsor on the development and financing of a number of solar projects awarded power purchase agreements in the recent Centro Nacional de Control de Energía (CENACE) auctions – again, a new and developing area of legislation in Mexico.
