Alvaro J. Mestre is a partner resident in Squire Parron Boggs’ Washington, DC office and chair of the firm’s Mexico Country Desk. He represents a range of institutions in all aspects of global infrastructure projects, particularly those related to the energy sector and based in Latin America. He often advises clients on compliance matters and has specific experience in connection with the preparation and implementation of compliance programs focused on the US Foreign Corrupt Practices Act (FCPA). Among his recent mandates, Mestre represented a major Mexican developer in the structuring and development of three solar photovoltaic power generation projects in Mexico during 2017 and the beginning of 2018. These projects were supported by a combination of power purchase agreements with both the Comisión Federal de Electricidad (CFE) and a private industrial off-taker. He also worked on the development of a liquids fuel storage and transportation project to be situated at a Mexican seaport. These renewable power generation and fuel storage projects represent important trends for Mexico and are likely to remain in demand despite ongoing political and macro-economic issues.
