As designated underwriters’ counsel for frequent issuer the United Mexican States (UMS), Sullivan & Cromwell partner Chris Mann has a deep knowledge of business and investment environment in Mexico. He has recently advised on UMS’s one-day cash tender offer for certain of its outstanding notes and a simultaneous global offering of more than $3bn aggregate principal amount of 4.150% global notes due 2027. He has also advised on UMS’ first Euro-denominated SEC-registered debt offering of 2018, listed on the Luxembourg Stock Exchange and admitted to trading on the Euro MTF Market of the Luxembourg Stock Exchange, while in 2016 he acted on two global offerings which helped cover more than 80% of UMS’ funding needs for that year. Mann continues to participate in meetings involving governments, international and regional banks, and sovereigns to discuss market developments. He is a vice president at large of the Harvard Law School Association, a director of the Lawyers’ Committee for Civil Rights under Law and a former chair of the project finance committee of the New York City Bar Association.
