Primarily active in renewable energy matters, Los Angeles-based Jeffrey Chester heads-up the firm’s global project finance and development group. His broad practice includes the representation of developers, sponsors, lenders, and investors, and he has been a key figure in the development of the equity, debt, and capital markets in relation to the financing of renewable energy projects. Having handled the financing of more than 70 wind and solar power projects throughout the United States, he has enormous expertise on which to draw in relation to the newly reformed Mexican market, where his highlight matters include advising developer Oak Creek Energy Systems on the construction and term loans for the landmark 150MW Tres Mesas Project in Tamaulipas, a project that won the 2015 project of the year award from the Mexican International Renewable Energy Congress. Chester’s work on renewable energy finance transactions includes representing a broad range of participants in construction and term debt, back-leverage, tax equity, private equity capital financings, M&A and international and strategic joint ventures. He has also worked on IPOs, commercial paper, medium-term notes, structured finance and credit enhancements, leveraged buyouts and other complex financial transactions. In the renewable energy development sub-sector, he regularly leads teams involved in negotiating PPAs, hedges and other off-take arrangements, turbine and solar panel supply agreements, engineering, procurement and construction agreements, and addresses the full spectrum of development issues including transmission and interconnection, real estate procurement and environmental issues. He also speaks frequently on renewable energy matters in North America and has delivered papers at international congresses.
