Over the course of more than three decades, Stuart Fleischmann has built up a peerless expertise in debt and equity offerings by Latin American issuers. In particular, he has acted on numerous green bonds by Latin American financial institutions, including Mexico’s Nacional Financiera (‘NAFIN’), and has acted on a range of illustrious global mandates including the first ever SEC offering by a Latin American bank, the first ever offering on the New York Stock Exchange by an Indian company, and Petrobras’ record-breaking $69bn share offering. Since 2007 he has been designated underwriter counsel for Pemex, whom he has since advised on a $40bn consent solicitation, and is designated underwriter counsel for debt issuances by BBVA Bancomer. Other Mexican matters include acting for Barclays and HSBC (as managers), on a $450m debt offering by Pemex. In the structured finance space, he has assisted Banamex and AeroMexico with separate merchant voucher receivables securitisations, and advised the Comisión Federal de Electricidad (CFE) on a securitisation of electricity utility payments. Santander Mexico is also a client. Fleischmann is also a member of the Securities Regulation Committee, and is a director of the Brazilian American Chamber of Commerce and the North American Chilean Chamber of Commerce.
