Ms. Díaz Rivera is Puerto Rico Science, Technology and Trust’s general counsel and administrator. As such, she advises the chief executive officer and the trust division managers of applicable regulations, processes and procedures related to the administration, human resources, and general services of the Trust. Prior to joining the trust, she held various positions at Puerto Rico’s top law firms, where her practice covered a broad range of matters in the areas of real estate, environment, land use and telecommunications, with particular emphasis in real estate development, permitting matters and related disputes at the administrative and judicial levels. She also represented clients in commercial transactions.
Doira was also deputy advisor to the governor of Puerto Rico for energy, environment and infrastructure. In that capacity, she collaborated in the drafting of legislation and regulations and aided in the development and interpretation of public policy.
Ms. Díaz Rivera holds a bachelor of arts degree from the University of Pennsylvania and a Juris Doctor degree from Fordham University. She is admitted to practice before the state courts of the Commonwealth of Puerto Rico, the State of New York and the State of New Jersey, the federal District Courts for the Districts of Puerto Rico and New Jersey and the Court of Appeals for the First Circuit. Doira is also a notary public and a certified mediator.
In September 2021, Ms. Díaz Rivera was appointed to the board of trustees of the Puerto Rico Green Energy Trust by the governor of Puerto Rico, ad honorem, where she is currently the vice chair.
