Frances M. Cifuentes Gómez serves as Vice President and Deputy General Counsel at Triple-S Management Corporation since 2022, where she brings over 15 years of distinguished experience in the insurance industry. She leads the day-to-day operations of the Legal Affairs Department that provides critical legal and regulatory support to the organization’s diverse insurance businesses, including health, life, and property and casualty lines. She also served as Corporate Secretary for all Triple-S Management subsidiaries, playing a vital role in corporate governance and strategic decision-making across the organization’s family of companies.

Prior to her current position, Ms. Cifuentes Gómez established herself as a leading voice in Puerto Rico’s insurance regulatory landscape. As Associate General Counsel and Senior Legal Counsel for Regulatory Affairs at Triple-S, she demonstrated exceptional skill in managing complex regulatory relationships, legal consultations and controversies, and overseeing strategic initiatives, regulatory filings, proceedings, and investigations, while providing crucial guidance on licensing, financial solvency, and market conduct matters.

Ms. Cifuentes Gómez’s unique perspective on insurance regulation was shaped by her tenure as Director of Legal Affairs at the Office of the Commissioner of Insurance of Puerto Rico. In this role, she led the legal department and managed high-stakes regulatory proceedings and litigation. Her expertise made her instrumental in shaping regulatory policy and enforcement/compliance strategies.

Her public service experience extends beyond the Office of the Commissioner of Insurance of Puerto Rico. As Deputy Advisor on Programmatic and Legislative Affairs for the Office of the Governor of Puerto Rico, she played a pivotal role in formulating public policy, with particular emphasis on healthcare and insurance matters. This position allowed her to develop a comprehensive understanding of the intersection between public policy, legislation, and insurance regulation.

A graduate of Interamerican University of Puerto Rico School of Law, Ms. Cifuentes Gómez distinguished herself academically, graduating Summa Cum Laude and achieving the Valedictorian recognition within her class. Her academic excellence was recognized with multiple awards, including the Medal for Most Distinguished Public Law Student and Most Distinguished Civil Law Student Award, among others. She completed her undergraduate degree at the University of Puerto Rico, Río Piedras Campus.

Throughout her career, Ms. Cifuentes Gómez has demonstrated particular expertise in navigating the complexities of the ever-changing insurance regulatory environment. She has been instrumental in structuring and executing strategic projects, including the formation, merger, and reorganization of insurance companies and their affiliates, including international operations.

Her commitment to the insurance industry extends beyond her primary roles, as she shares her expertise on insurance technical issues and regulatory compliance in diverse forums. She maintains an active role in shaping insurance policy and regulation, leveraging her comprehensive understanding of both private and public sector needs and regulatory requirements.
