About

He is a native Texan, having grown up in Arlington where his parents still live. He graduated cum laude from Texas A&M University in College Station, spending four years as a member of the school’s Corps of Cadets before getting his Bachelor of Arts degree in Political Science with a minor in History. 

After college, Doug joined Teach For America in Los Angeles. As a corps member, Doug taught sixth grade for two years in South Central Los Angeles. 

Following teaching, Doug matriculated at New York University School of Law. At NYU, he was elected to positions in the Student Bar Association each year by his fellow students. He was also elected to the University Senate, the joint faculty, administration, and student governing body of the university. 

During his first summer in law school, Doug interned with the Forum for Women, Law, and Development in Kathmandu, Nepal. His work included conducting a comparative study of constitutional provisions around the world, drafting suggested language for the Nepali constitution, and presenting that work to members of the country’s Constituent Assembly, who were tasked with drafting a new constitution following decades of civil war. 

During his second summer, Doug completed Marine Corps Officer Candidate School in Quantico, Virginia, and was commissioned as a Second Lieutenant. Following commission, he returned to his studies for his final year, first studying abroad at the European University Institute in Florence, Italy before returning to NYU for his final semester. At graduation, Doug was one of only a handful of graduates awarded the Vanderbilt Medal for contributions to the law school community. 

After law school, Doug entered active duty with the Marine Corps. As a Judge Advocate, Doug litigated as a Special Assistant U.S. Attorney and defense counsel, before leading the legal office at Henderson Hall in Arlington, Virginia. At the end of his active service, Doug retrained and served for three years in the reserves as a Civil Affairs team leader. Doug then transitioned back to a Judge Advocate role. He continues to serve as a Major attached to Judge Advocate Division at the Pentagon. 

Upon leaving active duty, Doug was hired to the law firm Hogan Lovells in Washington, D.C. As a member of its Investigations, White Collar, and Fraud group, he assisted clients with government and internal investigations everywhere from the local DC area to across five continents. He led teams working on issues related to FCPA, trade regulation compliance, consumer protection, pharmaceutical regulation, higher education, and more. 

At Blue Bell, Doug serves as the chief legal, compliance, and governance officer. He supervises four dedicated compliance departments responsible for food safety and quality, occupational safety, and environmental and infrastructure compliance. He advises the board of directors and executive management on legal issues, enterprise risk, regulatory affairs, and governance and also manages all board and shareholder records. He lives with his wife and two children in The Woodlands, Texas.
