Muhterem İlhan started his career in 1995, after graduating from Ankara University Faculty of Law, and worked as a freelance lawyer until 2001. He entered the telecommunications industry with Telsim in 2001 and has worked as a lawyer, Ankara legal manager and senior legal manager at Telsim and Vodafone since May 2006. In 2014, he continued his career in Istanbul as legal director and currently continues his career in this capacity, responsible for telecommunications and contracts.

He served in the: preparation of Law No. 5809 and numerous regulations; production of the Access Providers Association; preparation of the Association Charter; and as a member of the first board of directors. He also served as a member of the Board of directors of the Information Security Association for a while and led the Cyber Legislation Working Group.

Muhterem took part in the Board of Directors and Legislation Working Groups; as the leader of the Association of Electronic Money and Payment Institutions; in the process of transforming the Association into a Union, VEPAŞ; and contributed to the preparation of laws and system regulations.

Possessing many years of experience in the economics of telecommunications law and policy, Muhterem actively contributes to the Mobile Telecommunications Operators Association (MTOD) and the Turkish Informatics Association Legislation Working Group. He is also a founding board member of the Muğla Education, Environmental Protection and Solidarity Foundation. Muhterem is married and the father of two daughters.
