The firm’s agile Energy, Projects & Infrastructure Practice prides itself on its ability to complete high value, complex and protracted projects and construction matters to achieve clients’ goals and difficult deadlines. The team is led by the highly respected and seasoned projects lawyer Steven Tee.

The team combines knowledge of regulation and practice in a myriad of infrastructure, energy, transport and utility sectors with expertise and experience in project and financing documents. These include, amongst others, concession agreements, offtake agreements, feedstock or utility supply contracts, EPC contracts, O&M agreements and shareholders’ agreements. We have specialist construction lawyers well versed with Malaysian contract forms and the FIDIC suite of contracts, who also often prepare and negotiate bespoke construction documents.

We regularly advise Malaysian and international sponsors, governments, financiers, contractors, consultants and other stakeholders, from start to finish, both on the development and financing (limited recourse or otherwise) of a greenfield project as well as secondary project acquisitions. We have acted on transactions not only in Malaysia but in foreign jurisdictions as well, where we often act as lead international counsel.

Key Experience

  1. Petrochemical Plant
    Advising a state-owned entity on the proposed development and financing of a methanol and methanol derivatives petrochemical plant in Sarawak, Malaysia (with estimated project cost of USD1 billion)
  2. Underground rail Project
    Advising the employer on the engineering, procurement and construction contract for the underground works in relation to a rail transport project in Klang Valley, Malaysia (with estimated project cost of USD4 billion)
  3. Rapid Project
    Advising the contractor on the engineering, procurement and construction contract for certain facilities forming part of an integrated oil refining and petrochemical project (commonly known as the Rapid Project) in Johor, Malaysia (with estimated project cost of USD1.4 billion)
  4. Pan Borneo Highway
    Advising the project delivery partner in relation to the development and upgrade of 2,000km Pan Borneo Highway in Sarawak, Malaysia (with estimated project cost of USD4 billion)
  5. Tun Razak Exchange
    Advising an Australian-owned developer on the preparation of construction contract and documents in relation to the Tun Razak Exchange mixed development project (with estimated project cost of USD2 billion)
  6. Ras Azzour Project
    Advising a consortium of bidders for the Ras Azzour independent water and power project in Saudi Arabia, and in particular, the preparation, negotiation and/or finalisation of various project documents such as the EPC contract, operation and maintenance agreement, RO O&M subcontract, membrane supply agreement and shareholders’ agreements (with estimated project cost of USD5.5 billion)
  7. Abu Dhabi International Airport
    Advising the Supervision Committee for the Expansion of the Abu Dhabi International Airport in relation to the airport expansion project, including the development and operation of the midfield terminal building and associated facilities (with estimated project cost of USD6 billion)
  8. UAE Project
    Acting for a government-owned entity on development and financing of an integrated steel plant project comprising a DRI plant, steel meltshop and two rolling mills in United Arab Emirates, including the EPC contract and various raw material supply agreements (with estimated project cost of USD800 million)
