Likewise, the area is led by Alvaro Mantilla Sánchez and Ramón Enrique Ramírez, which have extensive experience in areas of law that are essential for a comprehensive understanding of the execution of infrastructure projects.

What set us apart

The Firm has been providing its services in the Colombian legal market for over 24 years and during this time it has acted as legal advisor to public entities, concessionaires and key players of the infrastructure sector on the structuring, procurement and during the performance of contracts, especially, in toll-road concession contracts associated to all the different road infrastructure initiatives that have been launched by the Government (1G, 2G, 3G, 4G and 5G). Currently, it is one of the main firms in the whole Colombian market of legal services in charge of advising the performance of some of the biggest PPP toll-road concessions, which are part of the 4G initiative launched by the Colombian Government.

In fact, AMYA has advised projects of the first initiative of roads concessions (1G), such as the “Bogotá – Villavicencio” and “Cartagena – Barranquilla“, to which the Firm assisted during their execution and reversion, and that, in the case of “Bogotá – Villavicencio” road, it is still providing advice, since the concessionaire, Coviandes S.A.S., is carrying out certain construction activities due to a geological instability problem present in one of the sectors of the corridor, and the construction of the new Chirajara bridge. Within this group of concessions, it is also relevant to point out that we are the lawyers of the “Bogotá – Mosquera -Madrid -Facatativa – Los Alpes” project, which is still under execution.

In relation to 4G projects, AMYA is the permanent legal advisor of the projects “Villavicencio – Yopal”, “Mulaló – Loboguerrero“, “Autopista Conexión Pacífico 1“, and of the private initiative PPP without public resources “Chirajara – Fundadores“. Additionally, the Firm has provided its services to the concessionaires of the “Girardot – Ibagué – Cajamarca” and “Accesos Norte a Bogotá” corridors, as well as to the concessionaires of the “Cambao – La Esperanza – Ibagué – Honda” road concession.

On the other hand, AMYA is legal advisor of departmental road concessions, among these, the road corridors “Buga – Tuluá – La Paila – La Victoria” and “Los Andes, Villeta and Chuguacal Cambao“, whose contracting entities are the departments of Valle del Cauca and Cundinamarca, respectively.

In addition, we are the EPC contractors’ attorneys for most of these concessions and we provide assistance in the execution of the construction contracts signed with the various construction companies.

In relation to these projects, it is worth highlighting that during their execution, situations of geological, design, social, environmental, property, among others, have arisen, in which it has been fundamental to clarify the scope of the obligations and risks undertaken by the concessionaires and which management and definition has been successfully assisted by the Firm. Likewise, we have assisted our clients during the execution of their respective credit contracts, analysing the possible impacts that the circumstances that may arise in the execution of the projects may have on these contracts and defining legal positions to adopt before the lenders.

Moreover, AM&A is leading the structuring of a private PPP Initiative without public resources that involves the renovation and modernization of two large airports that offer their services in capital cities of Colombia, which is being promoted by the biggest infrastructure group in Colombia (Corficolombiana), and a leading international airport management firm (Aena). The foregoing proves the Firm’s experience on the structuring of private initiatives, with contributions coming entirely from the private sector (without contributions from the State), and the knowledge of our lawyers in the particular regulations and needs of this type of projects.

AMYA also has an expert litigation department with extensive experience in the disputes arising from the development of these contracts, whether through arbitration or the other dispute resolution mechanisms provided for in the concession contracts.
