Bill Carr heads the department at CMS, which is well-placed to handle large infrastructure projects. It continues to be active in supporting clients with the procurement of new build rolling stock (and the associated maintenance and spare parts supply arrangements), and with financing rolling stock (including the leasing of rolling stock). It also has substantial expertise in light rail, and in international rail PPPs, and remains busy in the Middle East, in particular. In addition, the group is recommended for its work on an array of contentious matters. David Moore is another key member of the group. Jacqueline Vallat was promoted to the partnership in 2022.
