The practice group at Payet, Rey, Cauvi, Pérez Abogados is well-versed in a range of administrative law and regulatory matters, namely administrative petitions and procedures before governmental entities, public procurement processes, PPPs, concessions, permits, licences and authorisations. The group’s sectoral expertise covers utilities, transport infrastructure, oil-and-gas, telecoms, natural resources and power. Leadership of the group is split between Gerardo Soto, Jorge Lazarte and Michelle Aramburú, the latter of whom was promoted to the partnership in January 2025. Soto majors on public law matters, PPPs and administrative litigation; Lazarte covers administrative sanctioning procedures, supervisions and bureaucratic barrier procedures before INDECOPI; and Aramburú, for her part, draws on expertise in regulated industries and administrative law, with a notable focus on infrastructure matters. Counsel Karen Ángeles left the firm in September 2025.
