He has been involved in tax litigation for several decades, with a very impressive experience, where he has acted essentially as a lawyer, but also as an arbitrator with the scope of the Tax Arbitration Centre (CAAD). Francisco was a member of several Committees of experts in charge of drafting tax legislation. He was also a Visiting Professor of International Tax Law at Nova University of Lisbon (2000-2013) and has been teaching a postgraduate course on taxation at Universidade Católica Portuguesa for many years.
