Career

With more than 20 years of practice, he has focused his activity on the areas of public policy, public procurement and administrative litigation, with a wide experience in public contracts (in pre-contractual matters as well as in the execution of public contracts on behalf of public entities and private companies) and representing many Public Authorities and private bodies in administrative litigation.

In recent years, focused on highly regulated sectors where regulation becomes a binding constraint or a driver of business models. He has been quite active in transport, electric mobility and on the so-called platform economy, helping clients in identifying opportunities for expansion into new products and markets.

Adolfo served as Secretary of State for Tourism in the XIX and XX Constitutional Governments. During his tenure, Adolfo led the new regulation on a relevant set of public policies: i) travel agencies, ii) hotels, iii) short term rentals, v) touristic animation, vi) online gaming, vii) public marketing strategy for Portugal as a destination (digital marketing, big data, business intelligence, etc).

Mesquita Nunes is currently Lead Independent Director and Vice-chairman of the Board of Directors of Galp Energia, member of the Centro de Arbitragem Administrativa (CAAD)’s arbitration panel and Chair of the World Trade Centre Lisbon Business Club for Smart Cities.

Adolfo combines a broad experience in law, management and public policy with a leadership profile, and that is why he is often requested to advise regulators and corporations on intricate government and regulatory issues, as well as to help decision-makers in critical negotiations and disputes.

Position

Adolfo Mesquita Nunes joins Pérez-Llorca’s Lisbon office in 2024 as a Public and Regulatory Law partner and to contribute to the international strategy of the firm. Before joining Pérez-Llorca, he was partner at a Portuguese firm, specialised in regulation, public policy and procurement and administrative litigation.
