Stefan is a partner at CERHA HEMPEL since 2015, with the firm since 2007. Is an expert in Austrian higher education law, public and European law and highly active in compliance work, criminal law as well as white collar crime. Also one of Austria’s leading experts in export control law.​ Frequently advises on public procurement issues, e.g. the Federal Ministry of Finance on certain procurement aspects for a legislative project; Vienna Business University on procurement impacts of a restructuring project. Likewise, has a focus on both environmental and constitutional law.​ Before joining the firm, he worked as an assistant professor for European and public law at the University of Innsbruck and the University of Vienna and as secretary general to the Austrian Science Council. Stefan lectures in Foreign Trade Law at the University of Applied Sciences Burgenland and frequently speaks at conferences. Stefan is a Co-author of the Austrian Handbook on Higher Education Law and contributor to the leading German commentary on Foreign Trade Law.
