Fernando is the Head of IP Transactions and Partner of the Information, Communication & Technology practice. With a Law degree and three years of a Mechanical Engineering degree, he has been involved in IT,outsourcing, emerging technologies, cloud computing, big data, IoT, e-commerce, electronic communications, postal services,privacy, advertising and media matters. Active also in Entrepreneurship,Intellectual Property, Corporate and Commercial Law. He also provides assistance to R&D centers,start-ups and universities in respect to the commercialisation of innovative solutions and products, providing advice in technology and business and contractual models. Lecturer at ISEG - Lisbon School of Economics and Management and at Porto Business School, in the postgraduate courses “Foresight, Strategy and Innovation” and “IT Management”.

Member of the Consulting Board of the ICP - Instituto das Comunicações de Portugal (Portuguese Regulatory Authority) (1996-2001). Secretary general of APST - Associação dos Prestadores de Serviços de Telecomunicações (ex-APSTVA) (1996-2001). Member of the Board of Directors of APRITEL - Associação dos Operadores de Telecomunicações (Telecommunications Operators Association) (2001-2002). Member of APDC - Associação Portuguesa Para o Desenvolvimento das Comunicações (member of the Organisation Committee of the 13º Congresso das Comunicações (2003)) and member of the Advisory Board.Member of the board of IberGovernance - Instituto Ibérico de Corporate Governance (2005-2007).Member of APDSI - Associação Para a Promoção e Desenvolvimento da Sociedade da Informação. Lider of the "Grupo de Trabalho Permanente - Justiça" of APDSI.Honorary partner of Associação Portugal Outsourcing.Chairman of the Supervisory Board of itSMF - IT Service Management Forum.Admitted to the Portuguese Bar Association.
