Angola Tender FOR AWARD OF oil CONCESSIONS

On 31 December 2020, the Angolan National Petroleum, Gas and Biofuels Agency (ANPG), in its capacity as national concessionaire, has announced the intention to launch an international tender for the award of new oil concessions – “2020 Licensing Round”.

In strict compliance with the statutory timelines, bidding is planned to commence on 30 April 2021, 120 days after ANPG’s announcement, covering 9 oil and gas blocks:

•3 Onshore Blocks in the Basin of Congo (CON1, CON5 and CON6); and

•6 Onshore Blocks in the Basin of Kwanza (KON5, KON6, KON8, KON9, KON17 and KON20).

Bidders are required to pay an entry fee an amount of USD 1.000.000,00 (one million United States dollars), which shall grant them access to the Basins’ data packages.

The deadline for the submission of bids is the 9th June 2021 and the opening of proposals’ ceremony is scheduled for the 10th June 2021.

The tenders shall be conducted in accordance with Law 10/04, of 12 November 2004 (Petroleum Activities Law, as amended by Law 5/19, of 18 April 2019) and Presidential Decree 86/18, of 2 April 2018 (establishing the rules and procedures for public tenders to obtain the status of ANPG’s associate).

ANPG shall provide further information on the date and location of the technical presentations (roadshows) by means of a website announcement (at www.anpg.co.ao) and in the national and international media.
