Career

Wolfgang has been admitted to the bar in 2014. He worked for a major German law firm in the Public Commercial Law department in Cologne from 2014 to 2016 and for a law firm with the focus on Public Procurement Law and Energy Law in Frechen from 2017 to July of 2019, before he joined the Cologne office of avocado rechtsanwälte in August of 2019.

The focus of his work is the provision of legal advice to contracting authorities and tenderers in all issues of German and European Public Procurement Law. Wolfgang can contribute his expertise especially in awarding processes in the fields of energy and infrastructure (in particular the award of concession contracts for electricity, gas and water and the award of management contracts concerning supply networks and contracts for street lighting). Not least because of his certification as a specialised attorney for Public Procurement Law his expertise is documented. His further focus is energy with smart meter, antitrust state aid and contracts.

Wolfgang publishes frequently in the field of Public Procurement Law and he is co-author of the commentary concerning the regulation for the award of concession contracts in the Bundesanzeiger Verlag.

Education

Wolfgang studied Law at the university of Cologne. In 2012, he was appointed a doctor of law on the basis of his dissertation concerning the legal responsibility for geothermal drillings. During his legal studies he worked among other things at the Federal Network Agency in Bonn and at a major German law firm in the Public Commercial Law department at the offices in Cologne and Brussels.
