Career

Cosmin Tilea joined RTPR in 2005. He has very extensive experience in cross-border financings and security matters, municipal loans and public debt, procurement, real estate and energy matters. He advises major international banks and financial institutions as well as domestic banks in very complex real estate finance and acquisition finance deals as well as in relation to real estate matters. He is also very experienced in project finance transactions after having advised various IFIs in the financing of some of the largest renewable projects in Romania. His main recent deals include: EBRD and ING Bank Romania on the EUR 96 million financing for CTPark Bucharest logistics park; Raiffeisen Bank International AG and Raiffeisen Bank SA (Romania) on a financing of up to EUR 49.4 million granted to a Romanian subsidiary of CTP Group for the development of a logistic park near Bucharest; China Huadian Engineering, part of the China Huadian Corporation on their bid in the acquisition of a majority stake in Hidro Tarnita S.A., as well as on the joint venture with Complexul Energetic Oltenia, the largest coalfired electricity producer in Romania, for the construction and operation of a 600MWh power plant; EUR 188 million project financing comprising several loans extended by EBRD and IFC (part of which syndicated by commercial banks) to two Romanian subsidiaries of EDP Renováveis for the construction of the Cernavoda and Pestera wind farms having a total installed capacity of 228 MW; EUR 85 million project financing extended by two international banks to the Romanian company controlled by Samsung C&T for the development of the Giurgiu photovoltaic park having a capacity of 45 MW; EUR 50 million project financing extended by an international financial institution to a Romanian subsidiary of EDP Renováveis for the construction of the Vutcani and Sarichioi wind farms with a total installed capacity of 57 MW; EUR 170 million financing extended by two major international financial institutions and a syndicate of international banks to a major Romanian electricity producer for the refurbishment of its electricity generation units; and EUR 125 million project financing extended by EBRD, Erste Group Bank, Banca Comerciala Romana (BCR) and Eksport Kredit Fonden (EKF) to Crucea Wind Farm SA, the Romanian subsidiary of STEAG GmbH, a leading German power producer, to finance the construction and operation of the 108 MW Crucea North wind farm located in Dobrogea, Romania.
