Position

Partner at LexCase since 2014, Raphaël APELBAUM co-manages the Public Business Law department with Alain de BELENET and Maxime BÜSCH.

A public lawyer by training, he followed his career in the United States for several years before returning to France in 2006. He is admitted in New York and Paris.

He is a specialist of the French Administration. Raphael assists his clients in numerous matters related to French public business law and public procurement law, construction law, and regulatory law (customs and immigration).

He also advises and provides complex expert opinions on numerous public and/or private works and construction projects in France (pre-litigation negotiations, mediation, discussions before expert committees, complex expert opinions).

Thanks to his international experience, he also advises major industrial groups facing problems with the French Administration, whether in connection with contractual performance or regulatory issues.
