Career

She was an officer and head of investigations at the Italian Antitrust Authority (“AGCM”) and held the position of co-director of the Energy Directorate of the AGCM for 5 years.

Silvia was the partner in charge of the Italian antitrust group of Allen & Overy for 18 years and of Studio Gattai, Minoli, Partners (now Pedersoli Gattai) for 7 years.

She has over 25 years’ experience in Italian and European competition law and consumer protection, at both advisory and litigation stages. Her main areas of practice include Italian and EU merger notifications, antitrust litigation, behavioural investigations on restrictive horizontal and vertical practices, cartels, abuses of dominance, consumer protection investigations  and foreign investment control. She regularly represents major Italian and international companies in investigations by the AGCM and the European Commission for cartels, abuses and unfair commercial practices. She also represents clients in antitrust damages actions before ordinary courts and in administrative appeals against AGCM decisions before the Lazio Regional Administrative Court and the Council of State. Silvia has extensive knowledge of specific industries and markets for goods and services and the regulations governing them, such as energy, telecommunications, transport and consumer goods markets. She also conducts antitrust training and compliance activities for companies. She has authored publications and is a regular speaker at national and international antitrust conferences and seminars. She is a founding member of the Italian Antitrust Association.

She has been a member of the Rome Bar since 1992 and a member of the Court of Cassation since 2014.

Education

She graduated with a law degree cum laude from the Sapienza University of Rome, and holds an LL.M (1989) from Yale Law School.
