Career

Franco Lammoglia Ordiales, a prominent administrative lawyer and litigator, specializing in environmental law. He holds a law degree from the Instituto Tecnológico Autónomo de México (ITAM) and a Master's degree in Environmental Sciences with honors from the Universidad Simón Bolívar. For more than 13 years he has been a founding partner of Lammoglia Abogados S.C.

He has a broad professional experience in sustainable development, human rights, indigenous peoples and communities, development of the mining sector and extractive projects, energy. His participation in relevant administrative litigation stands out, such as in the complaint and subsequent litigation against PROFEPA to stop the operations of the project ‘Ammonia Plant 220 TMPD’, located in Topolobampo, in the municipality of Ahome, Sinaloa in Mexico due to environmental damage in the lake and wetlands area. He also played a key role in the projects “Malva”, ‘Topen’ and “Mundo Nuevo” located in the states of Tabasco and Chiapas, where he participated in the advisory and management of the corresponding procedures for the registration of waste generators.

He has participated in the development of legislative initiatives and regulatory projects in environmental, mobility and road safety matters, such as the preparation of the General Law of Mobility and Road Safety published in 2022; the design and preparation of the guide formats requested by the National Agency of Industrial Safety and Environmental Protection of the Hydrocarbons Sector; as well as legislative proposals and initiatives on the protection of key species, as well as on noise emissions and noise pollution in Mexico City.

In the academic field, he is a professor of the Sustainable Development and Environmental Law Clinic of ITAM; professor in the Masters in Environmental Law and Public Policy, and in Environmental Economics and Management taught by the Jacobean Graduate School; as well as in the Masters in Energy Law taught by the School of Environmental Studies.

He has written several books and articles specialized in environmental law, sustainability, natural resources and energy. He has also participated in several research projects, conferences, forums and events on environmental and energy matters.
