Thomas Picot is a graduate of the Ecole des Hautes Etudes Commerciales (HEC School of management), majoring in international legal and tax strategy, and of Sciences Po Paris (public service section). He holds a postgraduate degree (“DESS”) in Business Law from the University of Paris Sud and the certificate of aptitude for the profession of lawyer. Finally, he is an auditor of the 67th national session of the Higher institute for national defense studies (“Institut des hautes études de défense nationale”). He was sworn in in 1998.
