Position

Tom is Counsel in our Jersey Finance and Corporate practice and a member of Mourant's specialist Financial Services and Regulatory team.

He advises financial institutions and other clients on Jersey's financial services and anti-money laundering regulatory framework, including as applicable to banking, investment business, trust company business, insurance business and money service business. He also regularly advises clients on the applicability of Jersey's proceeds of crime legislation, including in relation to business that is not otherwise regulated as financial services.

Tom works with clients on the establishment of new business in Jersey including the related regulatory requirements and assistance with licence applications; on the provision of cross-border services and new service lines; on the restructuring, acquisition and/or disposal of regulated businesses; on conduct and 'business as usual' obligations; and on regulatory breaches and investigations.

Career

Prior to joining Mourant in 2023 Tom practised at two other leading offshore law firms in Jersey and worked for two years in the Government of Jersey as Lead Policy Adviser for Financial Services, Digital Economy and Financial Crime. Before embarking on a career in law Tom served as an officer in the British Army.

Admitted as a Jersey Advocate, 2024 Admitted as a Solicitor of England and Wales, 2013 Graduate Diploma in Law, Legal Practice Course and LLB at BPP University London MA in Economics at the University of St Andrews
