Milagros is a partner of the Administrative and Regulatory Area, specializing in the development of processes to promote infrastructure works and public services, through public tenders, as well as in the preparation and presentation of private initiatives. Likewise, she advises on administrative procedures that allow private companies to develop and protect their activities in various economic sectors.

Milagros has significant experience advising private companies seeking to develop public infrastructure projects and the provision of public services. In this regard, her participation in more than 40 private investment promotion processes, convened by state or private initiative, for the execution of projects for roads, ports, metro lines, airports, railways, public hospitals, urban transport, educational, sanitation and public bicycle infrastructure stands out.

Within this field, she advises our clients from the design of the strategy to enter the market of their interest, through the preparation of the necessary documentation, the processing of the applicable administrative procedure, the negotiation of the main terms of the concession contract to sign, the participation in the corresponding tender, during the contractual execution stage and for the solution of eventual controversies.

In addition to advising on processes to promote infrastructure and public services, Milagros has experience in obtaining qualifying titles for the development of projects related to the pharmaceutical, cosmetic, dietary and food industries.

She has co-authored the books «Theoretical and Practical Aspects of APPs in Peru» and «Diagnosis and Sanitation of Properties in Mining and Energy Projects», as well as legal research articles in important specialized magazines.
